Yes, you can apply for DU LLB entrance exam 2019 if you are in your final year of your Undergraduation degree i.e. BA Programme. The eligibility criteria for DU LLB says that you need to score a minimum aggregate of 50% in your UG degree to be eligible

Dear Yogesh, to be eligible to study M.Com from IGNOU, you should have completed your Bachelor's or higher degree from any recognised University. Any discipline in allowed and there is no cap on the aggregate required. So with your BA in Economics with 48%, you can pursue M.Com from IGNOU.

If you want to change your GE (General elective) subject from English to economics then definitely you can do so. 

I don't think it will not effect your cgpa, but before changing please consult the proffesors of your college,  you can also consult to admin department regarding this.
