According to the KVPY eligibility, only students enrolled in the 1st year of undergraduate program in Basic Sciences namely Physics/Chemistry/Mathematics & Biology leading to B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S. are eligible to apply for the aptitude test. Thus, you won't be termed eligible for the same.

Character certificate is one of the important certificate for taking admission.
Without character certificate you will have to face problems.
So go to your school and ask them for char certi.
