In 3 of them I would suggest go for DTU. It has lesser fees better facilities and less Attendance regulations. And some great college fest. I have less idea about IIT Ropar. But I'll suggest go for DTU and if you want NSIT then it's good too. As

ye offcourse you will get admission in delhi university easily with your sc category rank as the sc category rank has the high cut off so the chances of getting your admission done increases. all the best have a great future ahead.

Now as far as I can see you have to go for counselling process for the engineering colleges of Delhi university
