If you hadn't added EWS in your category while filling up the applicatiom form then, you won't be able to do it now. If you had applied as general category student, you will have to continue with the same category in the admission process.

As per your percentage, colleges have released their first cut off lists. Although in top north campus colleges the percentage for Political Science honours is around 99 and 100. Ramanujan College has set it's first cut off for B.A.(H) Political Science as 97% for unreserved category but since you have 96.75 you cannot enrol in this cut off but maybe in the next cut off. Deshbandhu college has set it's first cut off for political science honours as 96%. Aryabhatta college has also set 96% for the same course. Janki Devi Memorial College has also set up 96%. As per your words you even didn't fill the entrance form nor any DU entrance exams so it will difficult to be in DU . Better you try on your state's best  colleges . Because in DU,  counselling is the most important criteria of admission that is directly based on your 12 boards percentage and for this you have to fill a DU form. Here are the whole schedule of DU admission process

As both the colleges are reputed one , so you can go with any of. If you want a preety good college life then you can choose DU as the fest of Miranda is very popular between south or north campus of DU. Miranda has only girls and it is in north campus of DU.

Whereas Fergusson college Pune is a co-ed one and it is a very reputed college of Pune it offers various courses in the streams of arts and science in the city of Pune, India. It was founded in 1885 . And it is one of amongst the most oldest college of Pune .

As per your concern with pursuing masters degree in USA, the following information will help you:(you'll be eligible for masters in USA with Bachelor degree in any stream so choose what you are interested in, keeping in mind the following criteria)

For each course, Indian students will need to meet a minimum English language requirement. Along with that a minimum academic record of 65% and above for Humanities stream in class XII, and 70 - 80% and above for Science/Commerce stream in class XII will also be required. Application process in university of delhi starts in may-june, just around the time when your 12th board is released.
admission in B.sc honours any subject is given on merit basis, no entrance for this course, basically in B.sc admission aggregate of PCM or PCB is taken into consideration.
application process is simple, fill the form, basic details, select courses of your interest, pay application fees. Application form submitted.

Then after a month of cbse result .. cut off is released and you can take admission in which ever college you meet the cut off.

For now, i suggest you to focus on your 12th and pay special attention to PCM or PCB
