the fees varries for different colleges in Delhi University. after you get the college according to the cut off list you may visit the official site to know the actual fees of college for your course(for OBC)
you may apply in Delhi University y filling the forms which will become online in 2nd week of may april and will stay till 2nd week of june (tentative).
after you apply,du will release many cut off lists and then according to your result you can get admission

The Delhi University will release the forms tentatively in the second week of may which will be available till second week of june. you may apply then. there is no provision of applying offline.
