You can count in the best 4 calculation but there is will some percentage of deduction.
If you think you have good marks in Phy edu and even after the deduction you have the hike with you then go ahead with adding this in best 4.

The fees in DU is not really much. It takes approx 30K for your entire course duration. Also the fees varies in courses and in colleges.
