You haven't mentioned the course you want to seek admission in the University of Delhi(DU) and also the category you belong to. St. Stephen's College is known to have really high cut offs. The number of available seats is an essential factor in determining the cut off marks.

NO, it is not at all necessary for you to apply in colleges after 1st cut off in order to be eligible for 2nd or 3rd cut off, or the following cut offs.

You can apply/submit documents in after any cut off list

In case you apply for a particular college and course in the first cut off of University of Delhi(DU) and you wish to take another college in the second cut off then you can do so by cancelling the admission in the college in which you had applied
