There are no notifications officially available that can say this. So upto till all the exams is going to be conducted separately as every year. If any updates comes, you will get it.

The Delhi University doesn't offer engineer course like BE/ BTech course. The college which are affiliated to Delhi University take admission on the basis of JEE exam. You have not mentioned the name of the college but most engineering colleges accept JEE marks and if you meet the cut

Delhi University does not offers BCA (Bachelors in Computer Application). But, it does offer B.Sc. hons. and B.Sc. program in Computer Science. the two colleges you have mentioned delhi college of engineering or delhi college of arts and commerce neither of them offers bca course. guru govind singh indraprastha
