Yes, you can mention about the SOL. It's a good decision to not make it look like you did not do anything for one year. But it's good if you mention it. And whenever you leave an institution in the middle of the course, you need to cancel

It is hard to tell lowest because it depends on many factors so According to the previous year's cutoff of D.U some colleges cutoff are below majorly D.U cutoffs are pretty high
