According to DU 2019 cut off trends for B.A (Prog) History + Political Science, it's estimated that you can get the following colleges in the first or second cut off  since you didn't mention the category so I'm assuming a UR category -

1. Aryabhatta College
2. Bharati College

There is no provision of the relaxation for candidates who have studied from government school in Delhi University(DU).Admission will be based on merit list and the applicable caste certificates.

Since DU has not released cut off yet, you should always make a safe side. If you wish to apply for IGNOU, do it.

A student always apply for more 2 - 3 choices as alternatives. And there's no doubt that DU has a much better ranking than IGNOU.

At the time of admission in any college your original  TC,migration certificate and character certificate are submitted.So there will be no photo copy submission of these documents.
