If you are interested in pursuing BA / BA. Hons from Delhi University after Diploma in polytechnic . You can get it but the question is you will waste your years you invested for doing Diploma,  as admission will be on the basis of xii board .

Please note that University of Delhi does not offers Chartered Accountant course.

In general there are 2 ways to pursue a career as a Chartered Accountant , either by foundation course after 12th or by the direct route after gaining Bachelor's degree.

You can get admission in DU by two ways-

1. Merit based

2. Entrance based

Yes, you are eligible for IAS examination. Open/ regular school is not a big deal while coming to Eligiblity criteria. Here is the Eligiblity criteria have a look,

Admission to the UG courses offered by University of Delhi are based on your Best of Four (Bo4) aggregate marks.
**Remember that your Bo4 aggregate % and your Class 12th overall aggregate % are not necessarily the same.

Yes definitely you can get admission in Delhi University if you secure 95% marks in class 12th. The cut off of colleges in DU are declared on the basis of 12th boards percentage. There's no role of 10th marks for getting into DU colleges. However, you will need
