You cannot take admission in du directly in second year. The admission is provided only in first year. However, within University of Delhi (DU), students can switch colleges after first year of undergrad. There are special provisions for that. Otherwise, DU doesn't allow credit transfer from other universities.

For merit quota you have to fill centralised form,then they will release their cuttoff score for each stream.If you score is enough to cross cuttoff score

I understand your situation and concern but there is no official notice whether the 8th cut off will be released or not. Last year DU released 10 cut offs to fill the vacant seats. So if there are still seats left then DU will realease it's 8th cut
