You can change it within the time when the admissions are ongoing. You first have to withdraw your original documents from the present college and then deposit them along with the fees in the desired college.
But process is very tiring so it is better to be selective

The cutoff for bcom for satyawati college for general category was around 90%(varied by 2-3% depending on round or morning/evening classes). But it wasn't 61%.
