It depends on the course you want to pursue.
You can get off campus colleges of Delhi University for Hindi Patrika, Sanskrit hons, Bengali hons etc.
The cutoffs go less for these courses in off-campus colleges like Aditi Mahavidyalaya, Ramanujan, Zakir Hussain etc.

As per the cut off and considering the general category there you don't have any chance to get into B.Com. The cut off is slightly lower for other categories, if you belong from them, you might have a slight chance.

Unfortunately, it is not possible for you to secure admission in reputed campus colleges of University of Delhi with 89.5%. This is because the cut offs are usually not below 90%, and not below 95% in the reputed colleges.
