You can apply to as many courses and colleges as you want if you fall within the eligibility criteria. First, you have to fill a pre enrollment form which is available on Mumbai University's website. Fill separate forms for separate courses and colleges. Secondly, you have to fill that

The procedure for every college is a little different. The pre enrollment form has to be filled from MU's website. You'll have to fill a separate form for separate colleges/courses. Admission forms of various colleges either have to be taken from the college or they will be available online

As per your marks in MH-CET and category, you are eligible for Manikchand Pahade Law College, Mumbai. The cut off for Manikchand Pahade Law College is around 56 for Open category.

If you are from open category and without any minority, your chances of getting any engineering college in Mumbai with cet are very less. You can apply to private colleges or colleges outside Mumbai.

In Mumbai University, in-house seats are for the students you have done their 11th and 12th (junior college) from that particular college.
