See if you had passed your 10+2 from UP Board then definitely the board will provide you migration certificate because it is mandatory for admission in any college. If you have not received it yet then you should contact your school authorities because board do not directly send the certificate to candidate's residence but they send it to schools and candidates have to collect them from their respective schools.

First of all, I would like to mention that the school or college officials are responsible to give the migration certificate along with necessary documents. Moreover, After the result is declared, students are being issued a migration certificate issued by their respective boards (eg- CBSE,etc.) so that they can use it for further admission procedures.

Gujarat Secondary and Higher Education Board (GSEB) releases the GUJCET 2022 eligibility criteria along with the official brochure. Authorities releases the GUJCET eligibility criteria 2022 at the official website. Interested candidates must check the GUJCET eligibility before filling the Gujarat CET exam.
Further, the eligibility criteria for GUJCET is given below :
Nationality - The candidate must be an Indian citizen
Domicile -
The candidate must be a Gujarat resident by birth
Or
The candidate must have passed 10+2 in a school situated in Gujarat
Parents of the candidate must belong to Gujarat and must be living there at the time of admission
Qualification -
The candidate must have passed 10+2 or equivalent with Physics and Mathematics as compulsory subjects. And any of the Chemistry/ Biology/ Computer/ Vocational Subject.
Candidates appearing in the 10+2 examination are also eligible for the exam
Minimum Marks - The candidate must have scored at least 45% marks in 10+2 or equivalent.
Minimum marks for C/ST/SEBC/EWS is 40%.

According to sources
In UP board- candidate can give class 12 th exam again(same board) for improvement in score via improvement form only. But in case you have passed your class 12th already from UP board then it is not advised to give class 12th exam from same board again.
Kindly check it with your school adminstration for credibility of this rule in Uttar Pradesh
If it is so, you can still give class 12th from any other board or NIOS (National institute of open schooling)

Yes , It is legal.
But as you said you are already pass and if you are not satisfied with your marks then you can fill improvement examination form
Or you want to repeat your 11th and 12th with different stream then yes it is legal and you can repeat your class again by same board or different board.
