Yes you can select the '12th Appearing' option as it counts the same year of passing after complete result declaration of all boards of education. After you select this option, your year of passing/ appearing will automatically mention the year 2022.

There is no qualification criteria for giving JEE. For JEE you must have passed your class 12 board examination. But, to get admission into NIT/ IIT you'll have to be in the top 20 percentile of the boards.
In 2019, general category cutoff stood at 66.8%, fo 65.2% for other backward class (OBC), 63% for Scheduled Caste (SC) and 62.8% for Scheduled Tribes (ST).
So, usually for general category the percentage falls between 65-72. The official percentile data has not been declared by JOSAA yet.

Jee Advanced requires securing the proper cut-off in Jee Mains and not any state board or CBSE board for that matter. If you want to get eligible for Jee Advanced, you have to appear for Jee Mains and make sure that you clear the cutoff accordingly.

As you know this year the 75% criteria is not there for the candidates so Candidates who have passed class 12th ,they can also give jee mains and advanced.
But kindly note this if you are taking a drop , i would advise you to give 12th once more to secure 75% to be on a safer side. Because if the 75% criteria is included next year then you won't be able to give jee mains and advanced with this percentage.
Other than criteria, candidates should pass their 12th mathematics physics, chemistry as compulsory subjects.

see with arts stream in 12th you are not eligible for NEET.
a candidate must have to passed 10+2 with minimum 50 percent in PCB OR PCMB from a recognised board then he/she is eligible for neet.
if you want to restart your 11th and 12th from open school to apper in neet then obviously you can but remember it's will demand you a lots of hard work, consistency and smart study tips cause you are not in touch with the basic science math syallabus.
afrer completing your 11th and 12th from pcb then you are eligible to apper in neet.

YES you can shoe the UP Board Class 12th Marksheet next year for JEE Mains exam if you have shown the CBSE Board class 12th marksheet.
But remember that every candidates are allowed to give JEE Mains for 3 consecutive times only and JEE advance for 2 consecutive times from the year of passing the class 12th examination.

In response to your query, the official form which has to be filled for the examination does provide you the language to give the exam in, if you filled English as your medium of language then that would be followed in the exam. However if a correction window is still open to change the form then you do the same or if it's a computer based examination sometimes there is an option to change the medium of language, but that would really depend on the examination you would appear for and the candidate should watch out for changing the language while reading the instructions for the question paper.

Following is the domicile criteria for Bihar state-
Candidates whose parent/s are residents of Bihar or refugees settled in Bihar.
Candidates whose parent/s may belong to another state but are employed with Bihar Govt.
Candidates whose parent/s were in service with the Bihar Govt. before the creation of Jharkhand, and whose services are transferable to either Bihar or Jharkhand Govt.
Candidates whose parent/s are employed with the Central Govt. or PSUs, State undertakings and are posted in Bihar.
Hence, even if you have completed your class 12th from UP state, you are eligible to take part in the state counseling process of Bihar, provided, you have the domicile certificate of Bihar.
