Yes you can fill up the form form Maharashtra even you have the domicile certificate of UP, for all India and other exams too. The only case you will be debarred form filling the exam form when the exam is for only specifically the students from Maharashtra.

If your domicile is of Uttar Pradesh then your caste certificate of UP will be regarded as valid. But if your domicile is of Maharashtra then you have to bring Maharashtra State government caste certificate during your enrollment process.
