UP
Hi there,
It is unlikely that you will be able to get a seat in a government college on the basis of just your 12th marks. The admission in government colleges are either based on your JEE main, advanced or UPCET score. Some colleges also conduct their own entrance examination to admit candidates.
You could however try for management quota seats in private colleges.

Hi
Even though is hard to predict the actual rank from your percentile as it varies every year based on different factors like how many candidates appeared on your session and also how tough the paper was along with how many seats are available in different universities. Assuming you are from general category your rank should be around 201531- 291955. Based on this rank the colleges you may get are:
Vikram University
Malout institute of management and information technology
Jiwaji University
Shaheed bhagat singh state technical campus
Department of Technology, shivaji University
Bharati vidyapeeths college of engineering, pune
Shri sant gajanan maharaj college of engineering

Hello aspirant,
Congratulations on getting such good marks.
Although it is pretty early to determine the cut off as the cut off every year varies according to the paper's difficulty level , number of candidate appeared as well as the number of candidates clearing the exam.
This year the expected cut-off as suggested by the analysts is:
GEN- 510+
OBC-420+
SC- 350+
ST-320+
But I suggest you should wait till the result of the exam is declared.
