Because NEET Qualifying code 6 is used for those candidates whose highest qualification is class 12th passed.

Hope you are doing great as per the question asked by you yes you can take admissions in U.S.C.I.T College under G.G.S.I.P.U but there are different type of quota in U.S.C.I.T as it belong to delhi state university so there is delhi and non delhi quota as a person living in delhi can avail O.B.C/S.C/S.T/E.W.S quota and every one outside delhi candidates comes under general category.

It depends on the way you join in your college.
A polytechnic college can be full time residential or halftime up and down based on the college timings and the hostel you prefer.
If you choose a college hostel then it will be a full time residential
Whereas if you choose to stay in a private hostel you can prefer up and down.

According to the cut offs of previous years, General Candidates who are not from Delhi can get admission into DIPSAR if they have scored around 90% in 12th boards. If you are a SC candidate, then the cut off is around 85% & for ST candidates, the cut off is around 65%. Having said that, the cut offs may vary every year & more so this year as there is a confusion with the boards marks this year for almost all the boards.
As you are from UP & your score is 94.2%, there's a good chance for you to get admission in DIPSAR to pursue any course of your choice.

Considering the number on your waitlist for your course, the chances are slightly low that you would get selected. But you may never know what happens. There can be a slight possibility always.
So, I’d recommend you meanwhile apply to other universities as well just incase of backup!

Your school address is very important when it comes to jee main because in jee main home state is one from which you have completed your 12th.
Now, In case of nios, the home state is one where student's Study Centre is located. So, while filling the JEE main application form you need to you need to fill your study centre address.

see if there is no age limit , then there should not be any provision for passing year of 10th course. however if the official site mentioned that candidates must complete 10th standard exam on or after 1980, then you will not eligible to apply. however do correctly fill the application form and some times due to poor net connection the information may not visible, you must contact with the exam control committee if the year of passing data to insert in application form is not available.

With 80 Percentile in JEE Main, your CRL will be anywhere around 220k, your SC Rank will be anywhere around 12k. In spite of being from UP Home State Quota, I dont think you'll secure a seat in MNNIT. You need an SC Rank of atleat 6k for that. As far as other options are concerned, you may get a seat in some of the Good GFTIs like SLIET Longowal, NIFFT Hatia and many others.
