For state mop-up round you need to be present at the centers they uploaded for the counselling to be conducted. For example such centre in lucknow is SgPGI lucknow. Where they conduct mopup round of counselling.. please read the official information provided on the site.

No you cannot use State Cast Certificate of UP in Maharashtra Counselling.

State Certificates are only valid for state counselling and for a national level counselling you will require a certificate issues by central government authority.
