First Check whether the mop round is continuing or it's been ended. If it's in a process you can apply for it and if it's ended you must check for the college's which offer direct admission.

You have no other way to apply for the Colleges as mop up round

If this is regarding All India Counselling, no. You needn't necessarily have to participate in Round 2 of All India Counselling to be eligible for the Mop Up Round. Mop Up round is nothing but the round in which the vacant seats of Deemed Universities/Central Universities/ AIIMS/ JIPMER/ ESIC are
