This year cutoff have gone really hai and it is difficult for students to get admission in the desired courses. MBBS , BDS, Ayush courses all have higher cut offs this year .
So so there can be chances that you might get admission in this course.
Your rank is 18700 all India rank ..your state rank in UP will be definitely according to its domicile and state rank criteria .it must be 60000to 70000 rank in your state quota

I am really sorry to tell you dear student but your chances to get admission in UP under any government medical colleges are almost nil. As this your cut off have increased unexpectedly high while you can still apply for seats under management quota

This year the cut off have sky rocketed and although you belong from SC category still it will be difficult for you to get admission into any government Medical College on the basis of marks under 85% state quota.
