See, to apply for any State Counselling, the student must have a Domicile Certificate made from that state only. In your case, if you want to apply for UPCET Counselling under Home State Quota then you must need to have your own Domicile Certificate of UP.
As you have cleared your 12th from another state outside UP, you can't make Domicile Certificate of yours from UP. The basic requirement to make Domicile Certificate of a student is that the Student must have completed his/her 10th and 12th from same State .
Since you have done your 12th from outside UP, you are ineligible for UPCET Home State Quota Counselling.

First of all do not worry. If you have made any mistake in your form of admission for college and you have already submitted it, then the first thing to do is to contact the admission/administrative department of the college.
