Yes , you can again pay for Deemed Universities in second round so there is no restrictions in that. Of course you have to choose Deemed Universities and pay the security amount of 2lakhs. With this you can appear for Deemed Universities if you do not get a seat

You'll have to apply for counselling on the individual sites for each state where each site will ask for a particular amount of registration fee which might differ from website to website. For state counselling each website needs seperate payment if you are applying for just that state's

Which college you'll get that is difficult to predict because it depends upon cut off and cut off varies every year depending upon no of seats available, last year's trends, difficulty level
