First of all I would like to tell you that- Maharashtra is a closed state for Counseling, that means it doesn't allow Students of other states to participate in state counseling and get seat in Private Medical Colleges for MBBBS and BDS.

No, there is no such official news that eligibility criteria will be reduced from 50 percent to 40 percent in NEET counseling of any state.

If it happens, candidates will be notified about it prior to the commencement of counseling round.
