If you have filled EWS as your category on NEET application form, you must fill the same during UP NEET Counseling also, as any discrepancy might lead to disqualification. You need to submit your category documents during counseling verification.

There is no particular process to exit the counseling. It depends on whether you have been allotted a seat or not. If in the 1st round you get a seat then just don't report to the college if you don't want to join that college, same goes for
