If I am not wrong, you are referring to UPSC. So yes UPSC has 9 papers in mains, out of which first two are qualifying while rest are counted for merit which are known as GS paper. It takes 5-7 days for completion of mains exam.

Not sure about what you have mentioned but for sure they can get benefits and opportunities same as UAS officer.
With harswork and dedication for several years it is possible. See, immediately it is not possible to get benefits same as IAS but you can get in future.
