Riding on two boats might be dangerous.I would advise you to focus on one thing as both these are competitive exam and both are tuff with upsc a heavily tuff.So now you decide what you want to because both at the same time is not possible.

Yes, definitely you can give any government exam. Only eligibility required for civil services exam is to qualify graduation through any course and any stream from recognised university. And for age limit should not be less than 21 for appearing in exam.

It will be better for you to join any reputed coaching .

You can study step by step.

Daily make habbit to study all the day . You have to study daily min 5 hours self. Do group discussion etc.
