UPSC CSE Prelims consist of 2 Question Papers:
Paper 1: General Studies (GS), 100 Questions: 200 Marks.
Paper 2: CSAT, 80 Questions: 200 Marks.
Both papers have negative marks for wrong answers marked to the tune of 1/3rd of the total marks assigned to that question.

You need to complete your Bachelors degree or atleast be in final year of your degree to qualify the process and go for Administrative training of IAS, IPS, IRS and other Government Jobs., as a basic requirement. Even if you qualify the Mains and Prelims Papers, you will not get

Yes , a B.Tech CSE student can appear in IAS Exam. Any Indian with Graduation degree in any course from recognized university are eligible for IAS exam. The final year student of degree courses are also eligible for IAS exam.

UPSC civil services examination is the common examination to get into services like IAS IPS IFS etc.
Now, irrespective of the service you want to get into you will have to appear in UPSC examination and need to go through its same three stages and has the same syllabus
