The eligibility criteria for UPSC that is the examination ypu need to appear in order to become IPS Officer is passed graduation in any discipline from a recognized University, you need to attain 21 years as on 1st August of the appearing year, see there is no such restrictions

See the subject you are doing graduation on doesn't matter for UPSC. The only thing which matters regarding the selection in UPSC CSE & becoming an IAS is the preparation you have gone through. So you have to make your preparation great. Now you should choose the subject of graduation
