See as per your Date of Birth, in August 2023 you will be approx. 32 years but will not complete 32 years so you would be considered as eligible for your last attempt of UPSC i.e. UPSC 2023 because the age limit for UPSC IAS exam is 21

The eligibililty Criteria for UPSC is to hold a graduation degree from a recognised university it does not matter if you fail in any paper you only need to have a valid degree to be eligible for UPSC and must fulfill the other Criteria.

After the completion of your B.com you can directly apply for UPSC examination as the eligibility criteria for UPSC exam is that a candidate should have a graduation degree from any recognised institution.
