Yes after your B. Arch from a recognised University in abroad you will be eligible for UPSC examination
This is because,
To be eligible for UPSC examination there's no need to be a graduate in a particular discipline, all you need to be is a graduate in any discipline from a recognised university be it B. Arch, Btech, BSc or any other course.

*You must have a bachelor's degree in any discipline like from a recognised university
*Minimum age limit :- 21 years
*Maximum age limit :- 32 years , also there's 3 year relaxation on upper age limit for obc and of 5 years for sc/st category

Hello Mamta rajput , Yes you can appear in UPSC-CSE exam after your B. Arch. UPSC has set only 2 qualifications for the same: Graduation in any discipline but from a recognised university.

Minimum qualification for UPSC exam:
The candidate must hold a degree from Government recognised Universities or possess an equivalent qualification.
Candidates who are in their final year or awaiting results are also eligible to appear for UPSC preliminary Examination.
The candidate must have attained the age of 21 years and must not have attained the age of 32 years (for the General category candidate) on 1 August of the year of examination.
Prescribed age limits vary with respect to caste reservations.
For Other Backward Castes ( OBC ) the upper age limit is 35 years.

UPSC Civil Service Exam consists of three stages-
Second paper is qualifying CSAT where you have to score 33%,( that is 66 marks out of 200 marks), this includes topics such as basic numeracy, comprehension, logical reasoning and analytical ability, general mental ability, decision making and problem solving, interpersonal skills including communication skills.
If am not wrong you are talking about Jharkhand State Open School(JSOS), If you are talking the same then no need to worry. It is recognised under the government of Jharkhand and the degree is accepted by the MHRD, Government of India. It is aimed to provide distance learning to those who cannot attend school.
You will need to submit your certificate of educational qualification for UPSC Mains which should be awarded by the university or an equivalent qualification as recognised by the UPSC. And since JSOS claims that MHRD accepts their certificate for any exam under government section. So I think you are eligible for it, there won't be any issues.
