The official notification of UPSC clearly mentions candidate should not have attained 32 years as on 1st August of the appearing year, and you will attain 32 years as on 7th October of 2022. hence, you will not be eligible for UPSC 2023,

UPSC calculate age on the 1st August your age should be more than 21 or less than 32 on that year you appear UPSC.

If you born on 19th October, 2003 then your age not more than 21 by 1st August 2023.
