i want to clear upsc cse exam at my 21st age. My dob is 23 april 2006. In which year i should fill the form to qualify it in 21 age (as like ansar shaikh)? is it possible?

You have to make sure that the photo resolution should be proper and of good quality. The photo with the poor resolution is not clear. Do not wear goggles and tinted glasses. But, spectacles are allowed.
