my date of birt is 31st october 2002. am i eliglbe for the upsc cse examination 2023?

The candidate must have attained the age of 21 years and must not have attained the age of 32 years (for the General category candidate) on 1st August.you are not eligible as you attain 21 years on 31st October 2023 but in upsc exam it is before August.you can apply

With your government civil engineer licence you can appear for UPSC examination. But you cannot appear for any other stream of engineering examination with the licence of civil engineers obtained from the government. That you are interested to appear in UPSC exam in CSE  that is computer science
