Both are good. In my point of view UPSC will be Better then ISRO.

As per my knowledge UPSC have more vacant then ISRO.  Any post in UPSC , it is more independent job, In ISRO, It will take years to reach to such independent level grade .

Yeah! if you take science then you can change your stream at your UG to BA/BCOM. But the point is, if you aren't interested in Science then why are you opting for it? If you know you want to study arts then you should take arts in UG.
