No, you are not qualified to take the UPSC 2023 exam.
This is due to the fact that the upper age restriction for the obc category is 35 years old as of the first of August of the year of application, meaning that in order to be eligible, you must not be older than 35 on the first of August 2024 in the case of the UPSC 2024.

You should possess a government-recognized bachelor's degree certificate or an equivalent qualification. If you hold a professional or technical bachelor's degree such as BE or MBBS that is acknowledged by the government, you are deemed eligible to participate in the UPSC examination.
