Congratulations for your mark's. But it's difficult to predict anything by us that which college you get. Because cut-off marks is differ in every year basis of college to college, upsee top rank, student merit list etc.
And in UP BTech biotechnology government college number is low but many private colleges are present which is good.

There is no such course (mtech dual degree) offered through UPSEE in IET Lucknow through upsee entrance exam you are only eligible to take admission in any Under Graduate program offered by IET Lucknow like CSE, ECE, EE, CIVIL, CHEMICAL, IT, ME and electronics and instrumental engineering types of courses.
Now coming to your rank that is 83 in general girls quota it is very high chance you can get "Information Technology (IT)" or EE OR ECE. So keeping in mind you are only eligible to take any UG courses

in the right side there is a notice in which you have to click on "Admission on M.tech Program" there is a separate procedure of getting any PG Courses.
Again i am reminding you that there is no such course " M.tech Dual Degree " offered in IET Lucknow

In UPSEE 2020 document verification you have to submit the valid documents. In your case if you have 2 marksheet including one of improvement then you need to upload it both. While registrataion time you will need to provide the exact details for the 12th board and it is given on the registration page where you need to upload the both the marksheet. There will be no issue in attaching both the marksheet.

As per previous year data for general category student the cutoff rank for B.Tech in Computer Science and Engineering was about 1100. So, it's tough to say whether you can get seat for the stream with your Rank or not. But there's options for core branches like Civil, mechanical or electrical, where you can easily get admission in KNIT, Sultanpur. So, it's completely dependent upon difficulty of the paper and performance of the students every year. So, keep it as your choices while filling for counseling, hopefully you can get admission in CSE.
