Linguistics minority in Maharashtra is defined with reference to the majority of language of that state. In MAHARASHTRA any person whose mother tongue is not Marathi , is considered as belonging to Linguistics minority . Though Urdu people don't speak Marathi do they are linguistic minority in Maharashtra.
Minority communities in MAHARASHTRA includes Muslims, Sikhs, Christian's , Bhudhists ,Parsis and Jains. In 2006 state government declared these communities as minority communities. Jews in MAHARASHTRA are now a minority community.

An official statement issued bybthe govt of delhi that they are looking forward for this.
Deputy CM and minister of arts culture and language interacted with various toppers in the urdu language.
He further informed that urdu language will also be treated as a standard language like hindi and english.

CBSE does have a criteria to provide courses to private candidates under All India/ Delhi senior secondary examination. So, you can join as a private candidate for pursuing hindi and urdu. You can pursue the course from anywhere in the country, UP too. You will get the admission details on CBSE official Website.

Applicant must have passed 12th with minimum 50% scores in aggregate of English, Physics, Chemistry and Mathematics.
Candidate having diploma in Engineering from AMU with at least 50% marks in aggregate can also apply
As you didn't had English as a subject , you are not eligible.

every board has it's own syllabus and curriculum. You can not change it. there might be elective in language but options are limited and decided by the board. you have to choose from the given options only.
if you want to learn it then you can browse in web and you will get so many resources to learn. You can also use youtube to learn.
