It is valid even if you completed your 10th and 12th in Maharashtra provided it is per the OBC NCL format prescribed by NTA and is issued by authorities, such as District Magistrate, Extra Assistant Commissioner, Chief Presidency Magistrate, Revenue Officer (Tehsildar rank or above), or Sub-Divisional Officer.

It is valid for NEET UP and All India counselling but not accepted for Maharashtra state counselling and for that you require a specific Maharashtra OBC-NCL certificate.
