If you have a central OBC certificate then it is valid throughout the country. This significantly means that you are eligible for admission to all the central universities or the colleges under the Govt. of India under the OBC-NCL category. However you need a state OBC category certificate if you seek admission to the colleges/universities under the state government.
Also make sure that the certificate you have is updated and self attested.

With the above mentioned OBC Category rank in JEE mains, and according with the previous year JEE mains cutoff, you have less chances of getting good and top NIT's even with the home state quota of UP (i.e., in NIT Allahabad). The Last year Home state OBC Category rank for Biotechnology in NIT Allahabad was around 8k to 12k (for all rounds of counselling) in JEE mains. So, you have to score at least within 16k-17k in JEE mains as OBC student to get yourself admission in top and good NIT's.
But do not worry as with this above mentioned rank, you can get many good state level engineering colleges under state counselling. So you can take admission in those.

So based on that, and the previous year's rank analysis with rank above 2 lakhs it is indeed difficult to get a seat in any Government Institutions specially when the Uttar Pradesh colleges are concerned. But you have possibilities to get a seat preferably in Private Institutions according to your obtained rank.
