Based entirely on last year cut-offs under state quota for OBC Category, 606 marks secured seat in Autonomous Medical College, Bahraich this was the least marks for GMC seat, and even in case of King George Medical University(Faculty of Dental Sciences), Lucknow 597 marks secured seat belonging to OBC Category, you may have chances for private medical colleges through state quota, however as I mentioned this is completely based on previous year data, and cut-offs vary every year based on various factors such as seat matrix, total number of candidates appearing for the exam, toughness level of the paper etc, you can go through previous year cut-offs for UP at https://medicine.careers360.com/articles/neet-cutoff-up

Yes, the certificate is valid if your caste is registered in the documents of west Bengal Government authorities under the OBC categories. There is no problem if you present this certificate while filling NEET examination application form provided that your caste certificate is legal and authorized. That will be considered.

As there is high number of candidates appearing for neet in Uttar Pradesh state. So usually state quota cut off are high for medical College.
Cut off marks for government medical College for General category was 575marks in neet 2019 for autonomous medical College,bhairach.
Lowest cut off marks for up government medical College in neet2020 upto second round was for same college at 607marks and AIR 16646 .
so if you think about expected cut off for neet 2021 then anywhere less than 610-615 will not be safe. Although it's tend to change every year depending on various factors.

Saying about this would not be that easy because as you are applying for a Private Institute which you have already mentioned above, hence firstly being a private college getting a scholarship from Government would not be possible because a Government only provides scholarship to the Government colleges only and for private sector you can apply for any internal scholarship if that particular college have any such criteria. Now the second factors is wether the college which you are applying belong to your particular state itself if do than you can get more information regarding any such through college officials so that you will get complete solutions regarding your quires.

It's difficult to predict the exact possibilities of admission. It depends upon the cut-off. Cut-off changes every year. It depends upon a lot of factors such as the exam pattern, the number of students appeared, the number of students qualified, the highest NEET score, whether you belong to any category or not. Cut-off changes from state to state. It also differs from state quota seats to all india quota seats.
You haven't mentioned the category. So considering you as a general candidate you should get admission in government Dental Colleges in utter Pradesh.you should get admission in government BDS college like
1. Faculty of Dental Science, king's George medical university, last year the cutoff for all india quota was 525, where the rank range was 13330 for a general candidate.

As you have scored 475 marks in neet and since you belong from an unreserved category so you have very less chances of getting government medical colleges in UP through state counseling and even you have less chances in ALL INDIA QUOTA COUNSELING.you may get a seat in the Dr. Ram Manohar Lohiya Medical Institute, Lucknow but as we all know cutoffs of colleges vary every year on the basis of few factors.Either you can try for private medical colleges or you can prepare for neet 2021.
