In UPSEE counseling, For the verification purpose of documents your original marksheet of class 12th and 10th is only considered. You can't upload or use your digilocker marksheet.
What is UPSEE 2020?
UPSEE exam is for candidates seeking admission to various professional courses offered at undergraduate (UG) and postgraduate (PG) level at all the UPSEE colleges. Through UPSEE (Uttar Pradesh State Entrance Examination), candidates can secure admission in about 841 institutions/colleges affiliated to AKTU along with other universities in the state of Uttar Pradesh. Around 93 colleges in Ghaziabad and 75 colleges in Gautam Budh Nagar are affiliated to AKTU.
UPSEE Counselling Procedure 2020
UPSEE counselling 2020 process involves the following steps:
Registration, document uploading and counselling fee payment
Document verification
Choice filling & locking
Seat allotment result
Seat confirmation or online willingness by candidates
Physical reporting at college

Step 1: Registration, document uploading and counselling fee payment
The first step requires candidates to register for UPSEE counselling 2020. All candidates can register in online mode on the official website of the exam by following the steps mentioned below:
Visit the official website of UPSEE
Click on UPSEE counselling 2020 link
Click on New Candidate Registration tab
Enter details such as roll number, the application number, name, father’s name, date of birth, security pin (as shown on the screen), mailing address, email ID, and mobile number
Choose a password and answer any one of the security questions
Once all details are filled and password is chosen, click on Final Submit for Registration button
Login to the account by entering roll number, password and security pin (as shown on the screen)
Click on ‘I Agree’ checkbox to sign the consent form
Fill the remaining details in the form such as gender, domicile, category, sub-category, rural weightage, etc
Upload qualifying exam marksheet and Class 10th certificate in PDF format. The size of the documents should be between 50 KB and 300 KB
Click on Submit for Review button
Review the form carefully and click on Save & Final Submit button
Pay UPSEE counselling fee in online mode through debit card/ credit card/ net banking/ MOPS payment gateway
Once the fee is successfully paid, candidates’ registration for UPSEE counselling 2020 will be completed.

I would like to tell you that for admission through uptu counseling it is better that you go with a UPSEE rank in hand but JEE Mains score is also acceptable. Now as you may know that there are very less government colleges in UPTU but you can also choose private colleges, infact some of them are better than government college and hard to get too. With this rank in JEE mains you will get some colleges with the branch of your choice.

UPSEEE has been discontinued from year 2021. Now AKTU counselling is done on the basis of JEE Main.
HBTU takes admission on the basis of JEE Main. You need to apply for HBTU on their site. They do their own college level counselling.

As per your rank the chances of geeting good branch and in top college is very much less but you can try in low branches of average college. You can also use careers360 college predictor for upsee counselling through jee mains rank:

At a rank of 170K it's not possible to get NITs, IIITs, BIT Meshra, or any regional college like CoEP or VJTI or DTU.
My suggestion would be to nail BITSAT, VIT exam, etc and get into them. They are equally good. I know it's considered that getting into a good government college is much better than getting into these Private universities, according to our Indian mentality. However, I know really talented people from these private colleges some of which are even pursuing their Masters in IVY league in the States!
