In upsee opgl means the category of girls in general category. So, if your opgl category is 723 then your rank in general category girls is 723.

The process of counselling takes place through general rank not category rank in upsee exams.

So, if cutoff rank is

OPGL means general category girls quota in UPSEE.

Yes you can change the choices in the next round of the upsee councelling as many of the colleges are left with vacant seats hence there is a chance that you can chnage  it.
