The last date to make any changes in the form was 28th March 2019. Now you will not be able to change your category and your application will go on board as it is. There won't be any significant change in the marks though for UR and EWS

the categorical rank you stated makes difficult to take an admission in government college for CSE branch. you have to choose other branch if you have to go for a government college.

With that rank, it would be pretty difficult for you to get into a good government or semi- government college through UPTU.

I would still recommend you to attend the counseling and take your chances. You might still have chances of a good branch in okay colleges

The first round of counselling for B. Tech programmes of UPSEE 2019 is scheduled between 15th to 19th of june (TENTATIVELY). There is no official announcement of the councelling.
