Based on your rank it would be difficult for you to get any govt. college. You have to go for the private institutes in the admission counselling rounds. Also you have not mentioned the course in which you want to enroll. Though i am providing a link where you can

Shreya, it does not look possible for you to get admission in HBTU. This is based on your rank and previous year cutoffs. The college stops taking students after the rank of 400. 

But again it depends on the number of students who appeared for the exam and as well

For your kind information in colleges affiliated to AKTU (formerly UPTU) Lucknow there is no such dual degree programs. Admissions to dual degree courses may take place on college level admissions but officially there are no such dual degree courses.

Assuming that you belong to general category as per the previous years cut offs, I am very sorry to tell you that you have a very less chances to get an admission for bio tech and bpharma in the government colleges. But, you need not worry about it

Based on the last year cut-off for ECE in JSS Academy of Technical Education for the tution fee waiver quota, you have an outside chance of getting FW Seat. The cutoff  was OP=3389 CR=4921 .

So the probability is bit low but you should apply for it anyway.
