If you both have got Chandigarh University and are ok with it then go for it. You can study together and moreover live together because i don't think that with that much difference in ranks you can get same college through UPSEE( Considering core branches).

Yes you have got a really good ranking in UPSEE. You target some really good colleges like Jawaharlal Nehru Technology Institute [JNTU], Kakinada, Andhra University, [AU], Visakhapatnam, Sri Venkateswara college of Engineering, [SVEC], Tirupati and many more.

With your above mentioned marks your Common rank will be in between 25k-30k and I am sorry to say that will not get you a seat in any good government college through UPSEE but wait till the final rounds of counselling if lucky, you may get low profile
