As per your rank in UPSEE and previous year closing ranks you can't get admission in any UPTU government colleges because of your very high rank. I would suggest you to apply in private colleges oof AKTU like ITS, NIET, KCC, IIMT, RKGIT. You can't get CSE/IT there

In my opinion, Kamala Nehru Institute of Technology, Sultanpur is a better college overall in both academic and placement scenarios. However it will be more difficult to get admission into as it is a government college. Also it has a higher ranking than JSS Noida. Here are the links

It's quite difficult to get admission in government colleges with 69% for engineering...... But you can applied in private colleges.... Which is also good for engineering and the minimum marks needed is 55%... So you are eligible for the private college but not in government colleges.....

It would be much better if you could mention the exam conducting body.

If you are talking about UPSEE then as per the previous year’s cutoff you will get a rank of around 8000-9000 

You can get admission in government college for biotechnology branch only in 2nd or 3rd
