Yes, there are chances that you can change your college in the 2nd round of counselling or the last level of counselling because many of the seats that remain vacant after the students take admission through JEE and other private university.

It depends on two things

1. Your rank

Please be more clearer with your question.

Usually, the first round of counselling is the best for getting admissions.

Please specify the college which you are interested in.

As per your rank yes you have pretty good chances of getting Government College. And when it comes to branch CSE is on high demand currently so better for being on safe side choose IT and EC as well.

1- Write an application to UPTU coordinator(write your problem/issue with full description and take a screenshot of application and send to uptu helpdesk email ID .

See, if you are alloted a new seat in 2nd round then the seat alloted in 1st round will be of NO USE.

But if you aren't alloted any new seat in 2nd round then your seat in ROUND 1 will be retained.
